Everything is usually included on a cruise anyway, the food, the drink, the activities.

Oh of course there are! And you can get some great last minute deals on these too.
I believe most cruises used to be ALWAYS all inclusive but I think now they offer different levels. I think the reason for this is because some people don’t drink alcohol and alcohol is a huge chunk of the price.
And I think the cruise line gives you a colored bracelet for what type of package you purchased. So in other words, if you have a yellow band you are entitled to open bar whereas if you have a purple band you are only entitled to soft drinks.

Yes, most cruises are all inclusive and then they tack a few extras on top ie trips off the boat, special dinners and special activities
