What a wonderful surprise! Try this website, they are offering cruise "gift certificates" which maybe exactly what you are looking for. Best of luck and hope she really enjoys her cruise!

Travelblog.com has some fun adventures, movies, and photos.
Also, if your mother is 60, she may qualify for Elderhostel. My mother went to China, Russia, and Alaska that way. They really plan fun trips.

You can start by calling the major cruise lines where you can actually talk to someone who will work with you for the information you need…

Island Cruises.
I think they’re part of first choice, if i’m not mistaken. Go into your travel agent and pick up a brochure. I went on one around the med in 2006.

When I book, I don’t mess with travel sites – its too much hassle for me. I go directly to the source: the cruise lines.

A cruise that is truly "all-inclusive" [i.e., the "luxury" cruise lines] will cost several times what a cruise without drinks included will cost, so you’ll do much better just booking a mass-market cruise and buying the drinks.
Go to VacationsToGo.com for a site that is easy to navigate for basic info. Just put in the month you want to go, and "Mediterranean" and it will list what’s available.
You might also want to get a book on cruising if you’ve never cruised before, as there are many variables which can affect the cost and your enjoyment on a cruise. A travel agent who is experienced with cruises can be very helpful.
I would think Princess or Celebrity or Holland would be a good fit, although Holland tends to be pretty "quiet", so it may not be as suitable for you, yourself.
A very helpful site is CruiseCritic.com. Click on "Cruise Styles" at the top of the page to compare what the different lines are like. You might also want to check on "Reviews", especially the "Member Reviews". And "Boards" has boards dedicated to every aspect of cruising – it’s good for browsing to pick up all kinds of neat info.
Good luck in finding just the right cruise!
